Personality: Tim seems like a fairly stoic, strait laced law enforcement officer, a consummate professional, and it’s not a completely inaccurate. Tim is a professional in the line of duty, looking to do everything by the book and ending situations peacefully, even when he has every personal stake attached to the situation to justify shooting to kill from the get go by most non-legal standards. Due to his training as a ranger in the army, Tim is also a very disciplined man, to the point that he can’t even sleep past 6.30AM, no matter how late it is when he falls asleep.
However, talking to him for any length of time makes clear that he’s not quite as serious as he appears. While he doesn’t tend have much to say, when he does, it’s usually some form of a dry snarky comment about either the situation or the person he’s talking to, particularly if the person he’s talking to is Raylan. Conversations between the two tend to devolve into a volley of friendly jabs at each other, while at the same time, there being a fairly deep mutual respect between the two.
In a not so light matter, Tim also has untreated PTSD that seems to be mostly handled with alcohol, to the point that it’s speculated within the show that he’s an alcoholic. While he never lets it becomes a problem during the course of the show, either by showing up to work drunk, by needing to drink on the job, the combination of the two factors makes it so he’s referred to as a "keg waiting to explode." This, combined with his military skills, makes him a fairly dangerous man, even if not exactly by his own will.

Skills and attributes: As an army ranger and sniper, Tim is a very good shot. While maybe not the fastest to the draw, his aiming skills, even in quick shots, are outstanding. We can also speculate that in his time in the army, he was given at the very least some basic skills in hand to hand combat. Tim is also shown to be observant and a skilled strategist.
